1. The image is a low-resolution cropped screen shot from a 90-minuet feature-length episode of Doctor Who;
2. The image is being used for informational purposes about the character Rassilon mentioned several time in the series but only shown in this one scene;
3. No more free alternative exists or can exist;
4. The use of the image in this article will have no effect on the copyright holder's commercial use of the image in question.
